This video is a Bloomington IL police classic non-cooperation video, a vandal and their partner lean on property of the victim, and one urinates on the property. This is eyewitnessed by the victim who takes digital pictures of the event, its also caught on video from two cameras. However, police coming down the alley are stopped and asked to ticket the vandal who just urinated on the property. The officer shines his light for whatever reason ignores or does not see wet pavement under the feet of the vandal. However, cameras do not lie, before the couple enter the alley and the vandal urinates the stain spot is lighter in color, once he urinates its darker, and as the vandal steps away from the loading dock, you can visible see its visiably darker from both camera angles. The police officer said it was not his job to ticket urinators. Then what are Bloomington taxpayers paying him for?
