Normally traffic police control the light manually at peak hours or some special time. This is done either by standing in middle of the road or by pressing switches from a panel on roadside.
Here is an android app and hardware interface which allow traffic person to control the lights and move around. And this has an optional SMS interface. ie when ever traffic light is changed to auto or manual mode, an SMS is sent to the senior person.
