What’s the meaning of traffic light green man?

In Singapore, driver is allowed to cut across pedestrian crossing when the traffic light green man is on, when they feel it is safe to do so. This creates some confusion regarding the meaning of the green man, it used to mean “safe to cross”. With this exception (left turn on red), now it seems to mean :” cross at your own risk!”
Understand this (left turn on red) rule is intended to save a few seconds of driving time. Driver can use their judgement and decide when it is safe to drive through. With the same token, we should also make it legal, and socially acceptable to jaywalk. Pedestrian should be allowed to make their own decision when it is safe to cross. Further more so, pedestrian can get themselves hurt if they make a wrong decision. But driver can very likely hurt or kill others when they make the same misjudgement.
